Here are the steps to create an outline in Google Docs:

1. Open your document in Google Docs.
2. Click on "View" in the top menu bar.
3. Select "Show document outline" from the dropdown menu.
4. Click on the text you want to include in your outline.
5. Click on "Heading 1" or "Heading 2" from the dropdown menu in the toolbar.
6. The text will be included in your outline automatically.

You can also add a summary to your outline by clicking on "Add summary" at the top of the outline panel and typing in your summary.
